Our mission is to provide existing and new customers with choice and control when accessing services that support their independence and for ECL to be recognised as the company that best meets their needs.


Our history

  • 2009: Essex Cares Limited formed

    Formed as a ‘Local Authority Trading Company’ by Essex County Council. We launched across Essex with older people day services, learning disabilities and autism day services, short-term care at home, sight & hearing services and delivering mobility equipment.

  • 2012: Expanded into West Sussex

    Delivering a short-term home care service on behalf of the County Council, helping people needing to regain confidence and independence in their own home following a spell of ill health, surgery or an accident.

  • 2014: Growth in Essex

    We commenced the Essex Equipment contract, delivering mobility and living aid equipment across Essex an behalf of Essex County Council.

  • 2015: Rebranded to 'ECL'

  • 2019: Expanded into London

    Delivering a short-term home care service on behalf of Havering Borough Council, helping people needing to regain confidence and independence in their own home following a spell of ill health, surgery or an accident.

  • 2020: Business launched

    We launched our first ever private business, an ecommerce website branded 'ECL Care Solutions' which offers a wide range of mobility and independent living aids.

  • 2021: National award winners

    We won the prestigious award ‘Public Private Partnership’ at the Laing Buisson Awards for our Step 2 Home initiative which significantly eased pressure on the NHS during lockdown.
